The impact of Russian rail tariffs on coal exports

Russia’s railways are considering coal tariffs in 2024, potentially leading to a 20 to 30 percent increase in rail transport costs. The above measure has the potential to make Russia’s thermal coal rail supply economically costly and affect domestic coal prices, increase the risk of mine closures and affect the Russian coal export market.

In 2022, Russia’s coal shipment volume was 354.4 million tonnes, of which 157.28 million tonnes was for domestic use and 197.12 million tonnes for exports.
